Private donations are essential for pilot programs: it is only once a program is successful that one can apply for institutional and larger grants. Private funds have a multiplying effect through cofinancing (or matching) grants. Besides all institutional lessors impose some restrictions: some refuse to cover the wages of the Vietnamese or khmer teams! Others ask that the budget is pre-financed by grants in height of 20 or 50% before giving their help. The fund of private grants assures the minimum of flexibility and permits innovations.
